Dr. Kalba Assumes Office as Permanent Secretary, CSO, Pledges to Build on Outgoing Permanent Secretary’s Legacy

The newly appointed Permanent Secretary of the Common Services Office (CSO), in the Office of the Head of Civil Service of the Federation (OHCSF), Dr Kalba Danjuma Usman, has pledged to build on the strong foundation laid by his predecessor, Mr Raymond Omachi FCA.

Dr. Kalba made the commitment during a formal handing-over ceremony held at the OHCSF on Wednesday, 5th February 2025, in Abuja, where he was warmly received by the outgoing Permanent Secretary, Mr Omachi, and the Directors of the office.

In his address, Dr. Kalba expressed his gratitude to President Bola Ahmed Tinubu and the Head of Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, OON, mni, for the trust placed on him with his appointment. He emphasized that he would approach his new role with utmost dedication, stating that he would not take his position as Permanent Secretary for granted but would do his best to deliver on his mandate.

Dr. Kalba highlighted the strong leadership succession in the Common Services Office before his arrival and declared, “Together, we will take the Office of the Head of the Civil Service of the Federation to the promised land as envisioned by the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack,” he stated.

While admonishing the staff to be diligent in the performance of their duties, urged them to do so with unwavering dedication and promised to maintain an open-door policy, welcoming ideas that would contribute to advancing the mandate of the office.

In his remarks, the outgoing Permanent Secretary, Mr. Raymond Omach, acknowledged the challenges that come with the position but credited the supportive staff for making his tenure memorable. He expressed hope that Dr. Kalba would receive the same support, assuring him of his continued assistance whenever needed.

The Director, of Human Resource Management in the OHCSF, Mr Raymond Uwaneyi, in his opening remarks expressed appreciation for Mr. Omachi’s fatherly leadership and support during his tenure. He conveyed his optimism that the staff would also benefit from a positive working experience with the incoming Permanent Secretary.

The event was attended by Directors and Heads of units under the Common Services Office in the Office of the Head of the Civil Service of the Federation.
